SECRETARIAT

The Secretariat shall take charge of the Office of the Secretary to the Sanggunian and shall perform the duties and functions provided under RA 7160.

SECRETARY TO THE SANGGUINIAN

The one who provides technical and management support to the Sanggunian members.

Attends all Meetings, Sessions, Administrative/Legislative Hearings and keeps Journal of these Proceedings; Keeps the Seal of the Province and affixes the same with his signature to all Ordinances, Resolutions and other preferential-official documents/acts of the Sanggunian, presents the same to the Floor Leader and Presiding Officer for their signature; thereafter forwards to the Governor for his approval and signature copies of all resolutions/ordinances duly certified by the Presiding Officer, transmits immediately to the proper offices, authorities or committees, all matters referred to them by the Sanggunian. Prescribes and adopts regulations procedures, policies and measures necessary for effective and efficient delivery of service in the interest of the public towards the creation of conducive atmosphere to good supervisor-employee relations and the improvement of employees morale. Delegates authority to personnel for the performance of any function within the office where such personnel may effectively perform subject to approval by the Appointing Authority; carries out or enforces all orders of the Sanggunian whenever such duty evolves upon him, and exercises such other powers and performs such other duties/functions as may be prescribed by the Vice Governor, law or ordinance.

ADMINISTRATIVE DIVISION

The Administrative Division is tasked to perform the following functions:

Shall plan, direct, and supervise personnel administration, as well as the general clerical, janitorial, security, transportation, property utilization and repair of equipment, which are necessary for the internal operation of the SPA;

Shall assist in the preparation of the program/project budgets and their required manpower complement;

Shall initiate and develop guidelines for effective and efficient utilization of the resources of the SPA;

Shall assist/provide periodic funding status reports on office operations/functions and establish internal control on all administrative disbursements;

Shall assist/provide members of the Sangguniang Panlalawigan and office personnel with current policy guidelines, memo-circulars and various rules and regulations coming from the Office of the President, the Department of Budget, Commission on Audit, Civil Service Commission and other departments and entities that wish to liaison with the SPA;

Shall initiate compliance of all concerned with the existing standard operating procedures and other administrative rules and regulations instituted by the SPA;

Shall receive and dispatch all communications and promote/provide a good working atmosphere; and,

Shall perform other related tasks as may, from time to time, be assigned by Vice Governor.

ORDINANCE AND RESOLUTION DIVISION

The Ordinance and Resolution Division is assigned the following functions:

Shall perform basic research work on matters involving specific fields of law and various government rules and regulations;

Shall collate reports/research materials and feedbacks gathered by field researchers and propose appropriate legislative actions to concerned SPA committees;

Shall monitor compliance of local government units and other stakeholders with initiatives on climate change, education, the environment, health and other programs of the provincial government;

Shall assist the SPA in studying and analyzing provincial problems and concerns in aid of legislation;

Shall assist the SPA in soliciting opinions and comments on particular matters and/or procedures brought before the august body;

Shall read and examine the transcripts of documents or papers for consideration by the Sanggunian;

Shall safeguard the integrity of all documents emanating from the SPA by appropriately citing references utilized as sources of information;

Shall review proposed drafts of legislative measures; and,

Shall perform other related tasks assigned, from time to time, the Vice Governor

JOURNAL AND MINUTES DIVISION

 

The following functions are hereby delegated to the Journal and Minutes Division:

Shall assist in the preparation of agenda and record the minutes of board and/or committee meetings;

Shall journalize and document all matters submitted to the SPA;

Shall review minutes for accuracy and completeness of data;

Shall identify the manner of presenting concerns for the SPA’s consideration;

Shall sequentially number resolutions and ordinances taken up and approved by the SPA;

Shall prepare certified copies of resolutions and ordinances enacted by the SPA and the minutes of committee meetings/hearings; and,

Shall be assigned other tasks by the Vice Governor from time to time.
